Under the provisions of the 2002 Framework Agreement, IGR will begin licensing & regulating in the following three phases:
Phase I:
Licence and regulate charitable lottery schemes on
reserves, or at such other locations as agreed to between IGR and
SLGA (Pursuant to S. 207(1)(b) of the Criminal Code of Canada
) , including Bingos, Breakopens, Raffles, Texas Hold'em
Poker Tournaments, Monte Carlo Events and Licensed Games offered for
play at SIGA casinos;
Phase II:
Register gaming employees who provide gaming services
and other services at gaming establishments licensed by IGR;
Phase III:
Register Gaming Suppliers who provide gaming services and other services at gaming establishments licensed by IGR; and IGR will ensure the credibility and integrity of suppliers who provide SIGA and our on-reserve charitable organizations with all their gaming supplies.
SIGA Casino table games are considered charitable gaming. As such, SIGA
is required to distribute net proceeds from table games for charitable
or religious purposes in accordance with the licence. SIGA can do this
directly or by making the necessary arrangements with the First Nations
Trust.
The six SIGA casino sites are: Gold Eagle Casino (North Battleford, SK);
Northern Lights Casino
(Prince Albert , SK ); Painted Hand Casino ( Yorkton , SK ) and Bear Claw
Casino ( Whitebear , SK ), The Dakota Dunes Casino & Resort (Whitecap
Dakota Sioux Nation, SK) and Living Sky Casino (Swift Current, SK).
VLT / SLOT Facts
Video Lottery Terminals (VLTs) and Casino Slot Machines are in a category of games called Electronic Gaming Machines (EGM) .
EGMs are games of chance where the outcome is based or determined by an electronic component such as a Random Number Generator (RNG) without human influence. Other examples are Electronic Bingo Cards and SEGA machines "electronic horse derby".
Section 207 of the Criminal Code of Canada currently permits
the Province to conduct and manage electronic & charitable gaming.
The FSIN proposal seeks a similar amendment to the Criminal Code
of Canada which would recognize First Nations jurisdiction over
gaming on-reserve.
The proposal is a “collective approach” that will have a national impact on First Nations & Provinces.
First Nations are not permitted to operate slot machines outside of a SIGA Casino and are only permitted to operate VLTs under the Provincial VLT program. At the present time, IGR does not have the mandate to regulate these machines.
